E-Invoicing in Namibia: Current Status and Timeline

E-invoicing in Namibia is part of an ongoing tax modernization initiative, but a mandatory implementation date has not yet been confirmed. The initiative remains part of the government’s VAT reform agenda for the 2026/27 through 2028/29 budget period.

The Ministry of Finance and the Namibia Revenue Agency (NamRA) are leading the initiative, which is designed to improve tax reporting and oversight, simplify compliance, and help combat VAT fraud. While April 2026 was initially identified as the target launch date, the 2026/27 budget does not confirm that timeline or provide a specific rollout schedule for businesses.

Is e-Invoicing mandatory in Namibia?

Based on the latest official information, e-Invoicing is not yet mandatory in Namibia. NamRA’s planned e-Invoicing system is expected to apply to VAT-registered businesses, but the final scope, requirements, and implementation details have yet to be confirmed.

The 2026/27 budget includes e-Invoicing and VAT legislation updates as part of the government’s medium-term tax reform plans. While this shows that the initiative is moving forward, the budget itself does not introduce an e-Invoicing requirement for businesses.

How will e-Invoicing work in Namibia?

Under the initial plan, businesses’ cash register systems would connect directly to NamRA’s Integrated Tax Administration System (ITAS).

According to Namibia’s 2024/25 National Budget, the integration is intended to give NamRA better access to tax data and improve how that data is collected, analyzed, and monitored. It is also expected to reduce administrative costs and strengthen VAT compliance and oversight.

e-Invoicing timeline in Namibia

Namibia’s plans for e-Invoicing have taken shape gradually, with several key updates from the government and NamRA:

  • February 2024: The government first outlined plans to explore e-Invoicing as part of its VAT reforms. The 2024/25 budget proposed linking businesses’ cash registers to NamRA’s ITAS platform.
  • March2025: NamRA said it had completed its initial research, including a review of how e-Invoicing has been implemented in other countries. In a March 27, 2025 statement, the agency said it planned to launch the system in April 2026.
  • February 2026: The 2026/27 budget confirmed that e-Invoicing remained part of the government’s reform agenda for 2026/27 through 2028/29. However, it did not confirm the previously announced April 2026 launch date or provide an updated rollout schedule.

Importantly, 2026/27 through 2028/29 is a budget planning period, not a confirmed timeline for mandatory e-Invoicing. So far, the government has not announced a phased rollout by company size or set a deadline for all businesses to adopt e-Invoicing in 2028 or 2029.

How can businesses prepare for e-Invoicing in Namibia?

NamRA’s proposed e-Invoicing system is expected to apply to VAT-registered businesses. While the final requirements are still being defined, companies can start preparing by reviewing the quality of their invoicing data and making sure their accounting, ERP, and point-of-sale systems are ready to integrate with future tax authority systems.

Further guidance from the Ministry of Finance and NamRA will be key to understanding when e-Invoicing will become mandatory in Namibia, which businesses will be required to comply, and what technical requirements they will need to meet.
