What Is Mexico’s Complemento Carta Porte (Bill of Lading)?

What Changed with Complemento Carta Porte 3.0?
Mexico’s Complemento Carta Porte (Bill of Lading Complement) is incorporated into the CFDI to document the transportation of goods and merchandise within Mexico. Depending on the transaction and the role of each company involved, the complement can be linked to either a CFDI de Ingreso or a CFDI de Traslado. Version 3.0 expanded the information requirements and introduced stricter validations, although it was replaced by version 3.1 on July 17, 2024.
The information that must be reported depends on the type of goods, the mode of transportation, and the involvement of owners, carriers, or logistics operators. Version 3.0 also introduced specific catalogs and fields for certain activities, including those related to the pharmaceutical sector and COFEPRIS. The requirements and evolution of Mexico’s Complemento Carta Porte provide the broader regulatory context for these changes.
For businesses, the main challenge goes beyond identifying the required fields. The necessary information is often spread across the ERP, other internal systems, and the different partners involved in transporting the goods. While some organizations can automate the entire process, others need to combine system integration with manual data entry for information that is not available in their systems.
This video explains the purpose of the Complemento Carta Porte, the factors that determine how it must be issued, and why each logistics scenario requires a different approach. For Mexican companies or Latin American groups operating in Mexico that want a deeper understanding of the changes and requirements introduced by that version, our webinar on Mexico’s Complemento Carta Porte 3.0 also explores different technology approaches for managing its issuance.
