Electronic invoicing in Portugal has only been regulated within the public administration sector, in compliance with the guidelines established by European Directive 2014/55/EU. eSPAP, the Public Administration Shared Services Entity, is the coordinating body for the implementation of electronic invoicing designated by the Ministry of Finance, Infrastructure, and Housing.
