New Deadlines

Following the publication of Executive Decree No. 3 on January 23, 2023, new obligations were established for the implementation of the Electronic Invoicing System of Panama (SFEP) with different implementation dates:

January 2, 2023

- Private entities duly authorized by the Panama Maritime Authority.
- Cargo transportation services for petroleum derivatives.
- Hostels with fewer than seven rooms.
- Leasing real estate under notarized contracts or registered with the
- Ministry of Housing and Land Planning.

March 1, 2023

- International public passenger transportation services by land, air, or sea, not exempted by law.
- Domestic public passenger transportation services by air.

June 30, 2023

- Operations and services in general carried out by banks and other financial institutions, including financial leasing companies and investmentfunds.
- Companies established in free trade zones or special areas, such as:

August 31, 2023

- Operations carried out by authorized stock and commodity exchanges in Panama.
- Operations carried out by the insurance sector.
- Operations carried out by other previously unclassified financial entities.
